Shenzhen port is located on the east coast of the Pearl River estuary, adjacent to Hong Kong, backed on the Pearl River Delta, with predominant geological location and convenient transportation by land and water. She is one of the earliest of China's opening up regions, and one of the most developed regions in economic, trade and water transport, also the main hub of China's coastal port. The western harbor district of Shenzhen port is located on the eastern side of Pearl River estuary, and she is the major collection and distribution points of break bulk and container in Shenzhen, with busy sea transportation. In recent years, with the rapid economic development of Shenzhen port, the port handling capacity has mushroomed, and the ship traffic in and out of the waters of the western part also has a rapid increase, making the waters of navigable environment become more complex, and presenting challenges to the navigable safety management of western waters.This paper takes the route of the western waters as the study object, combining with the actual characteristics of the western waters, conducts a great deal of research and analysis on the navigable environmental elements of the western waters,on this basis to carry out a scientific and systematic research. The paper puts forward a widening program of the northern section of Tonggu Channel, adjusts the existing alert area of the western part water of Shenzhen, sets up the alert area of Mawan port waters and constitutes a route of the small ship. In addition, the paper introducts the set pair analysis theory into the evaluate field of maritime safety, and establishes the safety evaluation model of the route optimization in western waters of Shenzhen.This paper is divided into five chapters: the first chapter is the introduction, it mainly sets forth the research purpose, significance, methods, content and the key issues to be resolved; the second chapter is the analysis on the present situation of the navigable environment of western waters, to identify the current main problems; the third chapter is the optimization program study on the route of western waters, a comprehensive analysis of domestic and international examples of route optimization, the paper adopts the ideas and methods of ship routing and maritime traffic management to conduct the optimization study; the fourth chapter is the safety evaluation of the route optimization, in accordance with the "same-other-reverse analysis" in set pair analysis theory, establishes the safety evaluation model of the route optimization in western waters of Shenzhen, and passes safety evaluation on the western route status and optimized route; the fifth chapter is the conclusions.This article starts from the actual characteristics of the navigable environment of the western waters, conducts route optimization of the western waters of Shenzhen, and to prevent and reduce traffic accidents at sea, to achieve safe, efficient marine transportation, to make the goal of " safer navigation, cleaner oceans" be implemented, the paper has important practical significance.
