However, the international strategy for the search and rescue is based on past experience and speculation, there is no exact data as the fundamental theory guiding, and results in a lot of subjectivity and blindness in maritime search and rescue.In recent years, research on the dummy has made great progress in various field, maritime communication system and the corresponding electronic communication equipment have been gradually improved. Based on the research status of the dummy and the improve and universal of the maritime communications system, the research on maritime search and rescue dummy has been provided a good platform of the technical support, also it is possible for the research, development, application maritime search and rescue dummy to guide the rescue of lives scientifically. The purpose of research on maritime search and rescue dummy is to determine China's maritime search and rescue dummy finally through research of the basic data on the human body. Using repeated measure the designed dummy in different waters or sea conditions, collects the real the drowning people motion attitude and the drift trajectory data, establishes the basic database and makes scientific analysis of the motion trajectory of the drowning people, reveals the law of their motion and rises the search and rescue strategy from the current crude experience level to a fine scientific level.In this paper, the author combines practical application environment with the object of design maritime search and rescue dummy, makes analysis in the aspect of the concept of maritime search and rescue dummy, the design of maritime search and rescue dummy electronic and monitoring system respectively, and discusses the key technologies. As the design and production of maritime search and rescue dummy is a complex project, from a realistic point of view, we simplify the project and embody the design principle of search and rescue dummy in the specific production.
