With the quick development of Ningbo Port, the traffic density in the port is rapidly increasing and the anchorages and fairways have become very congested, which constitutes the hidden peril of accidents for ships' navigation and operations. Timely emergency rescue should be provided for maritime traffic accidents and distresses, so it is necessary and urgent to establish effective maritime search and rescue (SAR) systems, the study of which focuses on the port accident analysis and the comprehensive resources, i.e. the supply and demand evaluation of maritime search and rescue.Accidents on the sea and their scales provide basis for the resources allocation of the search and rescue in ports, that is to say, the demand of maritime search and rescue is a prerequisite to the supply of maritime search and rescue. The paper first analyses the characteristics of the maritime traffic accidents in Ningbo Port according to the fact findings of the ship handling capacity, traffic volume or amount and flow, and the demand of maritime search and rescue in the port. Sometimes one accident on the sea can not be forecast, but for the port as a whole, the accident is relevant to the density on the sea in a certain sense and has regularity in time and space. Therefore, maritime accidents in ports can be forecast through statistics data. Gray forecast method, which is suitable for the reality of Ningbo Port, is an accurate and reliable method for the forecast and analysis of maritime accidents. So a conclusion can be drawn that the demand of maritime search and rescue will be markedly and regularly increasing in the years to come.The paper also analyses the supply status quo of the port SAR supply, evaluates the port SAR resources on the basis of the SAR demand, characteristics and development trend, and draws the following conclusions: the port SAR supply now maintains a primary level and can provide effective SAR at short range for minor accidents, but in bad weather, the SAR supply at long range is obviously inadequate; meanwhile, with the quick development of the port and its neighbouring port Zhoushan, the contradiction is sharpening that the presentSAR resources are inadequate in the port; so it is necessary to attract professional SAR forces and recruit and integrate the present SAR forces in the port.Furthermore, the paper makes a study of how to make the best use of the present SAR resources and discusses the SAR ships optimum seeking in Ningbo Port according to the SAR forces distribution available in the port, taking human life SAR as an example. The following are three multiple target optimum seeking methods to choose SAR ships: (1) multiple attributive decision weight sum method; (2) Hamming distance in combination with satisfaction curve and importance of all indexes; and (3) fuzzy likelihood priority ratio method. Finally, the paper gives a decision basis for accurate, quick and efficient maritime search and rescue in accordance with modern decision theory and the three fuzzy maths judgment methods used in the optimum seeking of SAR ships.
