Search and rescue system at sea is the last line of defense to ensure the safety of life at sea.The evaluation system of SAR(Search and Rescue)system is mainly based on the search and rescue effect.In view of the administrative division of the search and rescue area in China,there are great differences among the elements of each sea area,such as climate,navigation environment,construction of SAR system and service demand.To solve these problems,this paper synthesizes the responsibilities,requirements and capabilities of SAR system,including the complexity of operating environment,the comprehensiveness of system construction and the effectiveness of rescue operations,established a model to evaluate the operation of SAR system.This paper divides the evaluation of the operation of SAR into three parts:the environment of SAR,the construction of SAR and the evaluation of SAR operations.Considering the relation between the indexes and the influence on the weights of the indexes,a fuzzy comprehensive evaluation model is established by combining Dematel(Decision making trial and evaluation laboratory)and ANP(Analysis Network Process).Finally,a case study of SAR system is conducted to verify the feasibility and effectiveness of the "Sea Search and Rescue System Operation Evaluation Model".The evaluation model proposed in this paper will Standardize the evaluation process of SAR system,which effectively overcomes the subjective and one-sided of the evaluation model,not only can objectively evaluate the operating status of the system,can also mine the operation problems during the operation,suggestions can be given to improve China's SAR system,it has great significance to improve the area SAR system.
