As the acceleration of China's industrialization and urbanization processand, the rapid development of the transportation industry, in the face of the growing port cargo traffic, the development of inland waterway transport is an effective measure to enhance the overall transport capacity, and become an important mode of transport in the next cities and important reserves of transport capacity.A dynamic real-time monitor and control system for ships has been the important means to protect navigation. Based on the positioning information, the system terminal displays dynamics information of the ships in flight in the electronic charts, including the ship symbol and a text message, and the system takes a variety of communication means to extend the scope of monitoring space, so the system can achieve the real-time monitoring of the ship in flight, and achieve the classification of ship management by using database management techniques. Practice has proved that such system be able to more effectively protect the ship in flight through a narrow channel and the shallow waters, and can be safely sail under poor visibility conditions.Reference to the specific requirements of IMO (International Maritime Organization), all the international sailing ship on 300 gross tonnages and above, the non-international ships on 500 gross tonnages and above, as well as all passenger ships have to be equipped with an Automatic Identification System. However, there are a large part of non-convention ships, which do not require the installation of AIS, but which can make use of GPRS (that is, "public-network" mentioned in this article) for information transmission. The monitoring center must have to monitor real-time the ships which are installed different terminal equipments. This theme as a starting point, combined with the Ministry of Communications western projects, has completed the ship dynamic monitoring information system based on the electronic chart's secondary development module by using VC++6.0 development environment on windows platform.This theme mainly researches the following questions:(1) Analysis of the electronic chart format conversion and application.(2) The secondary development of Electronic Chart. Achieved many functions, included the charts roaming, window scaling, eagle eye control, real-time ranging, label positioned, and so on. This theme adopts the "dual-memory buffer" technology to solve the problem of screen flicker and improve the operating efficiency of the system.(3) The ship dynamic monitoring system terminal design that is based on the electronic chart's secondary development module. Realized the ship dynamic display, data integration, scheduling processing, alarm processing, CTI processing, track playback, Etc. This theme adopts the "memory" technology to optimize the structure of ship management, and is used of a new created "three-buffer memory" technology which ensures operational efficiency and stability of the system interface.The rearch of this theme has been used in the West Part Project of The Ministry, the project name is "The Research of AIS, VTS and Public-network Monitoring System's Information Sharing Technology". The research result has been tested in May 2008.
