Research On Methodology Of EIP Spatial Planning

Integrating the various factories and enterprises with material and energy flow transformation,Eco-industrial Park(EIP) could establish resource sharing and byproduct exchanging industrial cluster and achieve the integral maximization of economic benefit, social benefit and environmental benefit simultaneously.Nowadays,EIP is the main developing direction of world's industrial park in the future,and the research on planning and designing of EIP has attracted a wide spread attention.The definition,characteristics,types and development patterns of EIP were introduced, and the history,domestic and overseas achievements and the deficiency of EIP construction were summarized in this paper.Since majority of recent investigation focused on industrial planning such as cleaner production and industrial chain design,the planning and design associate with spatial structure deserve further investigation.Basing on this deficiency,the paper firstly illustrated the background,signification,purpose of the subject as well as the technical route of this research.Secondly,the theories of ecology industry,landscape ecology, and planning science were analyzed.Finally,the connotation of the EIP spatial planning and the relationship between spatial planning and industrial planning were studied.From the view of network spatial system,a technical method of spatial planning was put forward.This study referenced and improved the advanced theory of city planning,Strategy of the two Networks(S2N),and demonstrated its feasibility by analyzing the case of Dalian Jinshi IT park.Then,using the theory of Systematic Layout Planning as a guide,and concerning the types of enterprises and logistics,associated relationship between spatial layout of enterprises and industrial chain,the procedure and patterns of enterprises distribution planning in EIP were discussed.The spatial layout patterns of EIP adapted to the existing EIP types in China were proposed,and the arrangement of the industrial communities was studied by performing the patterns on the case of Dalian Economic Development Zone. At the end of the research,guarantee the planning implementation by ecological construction tender was put forward,and the procedure and implementing method of green tender during EIP construction were discussed in details.The systematic framework was established,and the "Green Points" and associated evaluation method in green tender were proposed,and the feasibility of ecological construction tender was demonstrated by applying this method to the case of Dalian Jinshi Study Building project.
