Intercity rail, a short distance way lined with densely populated city, is comfortable, fast,and popular with the passenger. In order to achieve a win-win situation between the railwayauthorities and passengers, it is necessary to develop a reasonable intercity train plan.Train plan is the core of the passenger traffic organization of passenger dedicated line,which is also a concentrated reflection of railway’s capacity of resource allocation and utiliza-tion; it can better reflect the business strategy and service quality of passenger transport. Ef-fective train plan can improve the market competitiveness of the railway passenger transportand further enhance the economic efficiency of rail transport. Therefore, the study of intercitytrain plan is particularly important.In this thesis, we firstly focus on the qualitative analysis of intercity passenger includingits passenger flow volume, constitute, station and interval through capacity, train fixed num-ber and marshalling service frequency and cross-line passenger train intercity trains openingline of the program design. Proceed from passenger’s demand and profit of railway enterpris-es. We put forward the design principles of passenger train plan:(1) the principle of convinceto passengers;(2) the principle of the enhancement of train’s speed;(3) the principle of theimprovement of travel’s comfortable;(4) the principle to meet the bus terminal service;(5)theprinciple of the reasonable assurance as to the train at full rate. Besides, in order to lay thefoundation of the forecast of passenger traffic flow in reality, we analyze the influencing fac-tors of intercity passengers and pointed out the qualitative factors of the forecast of the pas-senger flow, quantitative, and four-stage analysis. What’s more, from the respective of theimpact factor of passengers’ travel purpose. After the fully consideration of the general pas-sengers’ cost, we construct a distribution model which is under the elastic demand of railwayflow. That is, to assign OD passengers to another train of the same line. Then the inter-citytrain constructed the elastic demand starts the optimized bi-level model. The upper layer is themaximization of the economic benefits of the railway passenger transport enterprises, whilethe lower is the minimum of travelers’ generalized travel costs that is solved by the geneticalgorithms. Finally, we testify the feasibility and effectiveness of model and algorithm by us-ing the Nanchang-Jiujiang inter-city line as an example.
