Sector division is an important component of airspace planning. For multi-airports areas, the division of the sectors is especially complex because of the complex airspace structure and the intensive airdrome layout. The research on the methods of sector division is of great significance to increase airspace capacity, and ensure flight safety.In this paper, the methods of multi-airports sector division are put forward based on Power diagram and air traffic complexity. For the actual situation and flight characteristics of the terminal area, this paper will divide the multi-airport terminal area into higher layer and lower layer and discuss respectively. Thereinto, the division of lower layer sector mainly considers the mutual influence of approach and departure procedures in all airport. Taking the smallest potential conflicts among the approach and departure airplanes as the principle, sector boundary is ensured. The division of higher layer sector takes navigation and route cross-point Units as nodes, and adopts Scanning Algorithm to generate Power diagram in VB6.0 environment. Through calculating models of aircraft, flight type, flight direction and aircraft sorties which passed by the generation units in Power diagram in unit time, the air traffic complexity value can be got. Taking sectors complexity balance as the principle, the mathematical models are set up. The sectors structural characteristics are taken as the constraint. In accordance with the principle of sector division, Ergodic search arithmetic is adopted to optimize the combination for the generated unit in the airspace and to get the final optimized sector. Finally, taking the Pearl River Delta Region as an example, the terminal areas in Baiyun airport in Guangzhou, Sanzao airport in Zhuhai and Baoan airport in Shenzhen are combined into a large terminal area. multi-airport sector division in the Pearl River Delta region can be completed according to the application of the method. Generated results show the effectiveness of the method.
