With the development of China economic, China civil aviation achieve rapid development in past decade, the air traffic flow has grown sharply. Meanwhile the intensive airport and complex airspace structure has result in crowd in airspace operation. Currently, controller workload theory is used to evaluate the sector operation status, but this method can hardly evaluate the real time sector operation status, so air traffic flow count index is used instead. However, this index has many disadvantages in practical use and it became more and more difficulty for air traffic controller to control the sector effectively, and affect the safety of the traffic flow operation in airspace seriously, which has caused a loss in economy,so a more efficient evaluation method is needed.To solve this problem, it is necessary to research how to evaluate the airspace operation status based on air traffic complexity theory. Firstly analysis the research achievement of air traffic complex and workload, and it drawback in application, then construct a new intrinsic complexity model to evaluate the traffic operated in real airspace on this base. Then, research the relationship between air traffic complexity and air traffic controller workload, find a way to identify the busy degree of sector based on complexity, and use the real operation data of Guangzhou sectors to validate the model. At the end, sector busy degree identification system has been designed, which includes airspace busy degree display module, airspace operation data display module, airspace operation database and so on. And introduce the interface requirements and functions of this system to supports the implement of sector busy degree identification theory.
