As the increasingly development of the civil aviation and the growing of the busy air traffic,there is mess of workload of the air traffic controllers which brings significant risk to the air traffic system.Absolutely,the workload of the air-traffic controllers needs a plan to be accurately measured and reasonably reduced.The research of the air traffic complexity,which sufficiently consider the controllers' workload is to be the choice.In this study,after summarizing the relevant research and figuring out their characteristics,we build the air-traffic complexity model which aims at the problems on unbalance of flow between sectors,increases of ATC's workload and decline of airspace working efficiency,after that we optimized it in terms of multi-sectors' balancing in consideration of the sectors' characteristics;boundary's features;planes' conditions,etc.Based on the complexity model,we designed the multi-sector complexity balance algorithm using the Pareto Optimizing.Considering the characteristics of a plan when it's crossing though the boundary of sectors,we built the complexity map model and its generated algorithm,which is simulated as well.After all,we calculated the sector data which is optimized by the multi-sector complexity balance algorithm and turn it into complexity maps.By comparing the complexity maps of the original data and the optimized data,we can find out if the complexity balance algorithm works.The research of the air traffic complexity is coming to be a hot issue,after calculating using real data of XiaMen control area,it is found that the complexity balance algorithm works effectively and reliably.
