With the rapid development of science and technology, the global positioning system (GPS), geographical information system (GIS) and wireless communication technologies become maturer and more integrated, some GPS or GIS navigation service industries come out. In this situation, the integrative research on navigation electronic map of GPS and GIS becomes a focus of many scientific researchers and companies. Researches on the integrated application of GPS and GIS in navigation electronic map become more extensive and deeper. Recently, many home and abroad scholars make a mass of studies, in the field of the invehicle location and navigation system and handset's navigation. Using integrated GIS navigation electronic map, users can obtain comprehensive and abundant geographic information such as traffic route, road state and so on. In abroad, the application and research in the area of GPS/GIS navigation service industries are relative mature.In this paper, we mainly concern in the GPS vehicle move terminal. The realization of multifunctional automatic vehicle position and navigation system based on embedded system is discussed. This development platform system is designed through developing board UP-NETARM 2410-S designed by chuangbo company. This developing board uses the CPU of S3C2410 produced by Samsung, based on ARM920T core. This platform employs Windows CE.net as operation system, and applys the technology of embedded program-Embedded Visual C++. A vector electronic map system is setup. We can display Vector Map, zoom and roam the map in that system, further more, simple management of map layers and demand information are also realized.In last chapter, the theory of map matching arithmetic has been researched, and a fast map matching arithmetic has been designed with the introducing of inertia matching parameter. Finally, under the environment of VB6 with MapX, reading factual map, simulating GPS orientation point, matching result are achieved through map matching arithmetic. From the result of matching, a high matching rate is achieved because of the introducing of inertia matching parameter.
