Research On Development And Utilization Mode Innovation Of Civil Air Defense Engineering In F Area

In the context of the new era,the reasonable development and utilization of civil air defense engineering is an important measure to break the constraints of urban space resources,promote urban safety and resilient development,and contribute to the scientific and refinement of urban governance.This paper selects the F area which is representative in the type and distribution of civil air defense engineering.To explore the innovation of civil air defense engineering development and utilization mode under the needs of war protection,urban governance,commercial development and livelihood quality.It plays an important role in promoting the comprehensive benefits of civil air defense engineering development and utilization.In this context,the issues of risk barrier identification,model evolution analysis,comprehensive benefit evaluation,and innovative model construction for the development and utilization of civil air defense engineering in the F area will be studied to promote the efficient and rational development and utilization of civil air defense engineering.First,we deeply understand the concepts of civil air defense engineering and development and utilization patterns.Through both expert interviews and field research,this paper summarizes the current situation of civil air defense engineering development and utilization in F area and the evolution of development and utilization mode in different periods.Then,this paper proposes the background and main characteristics of the era of the fourth generation development and utilization model.Second,the benefit evaluation index system of civil air defense engineering development and utilization mode is established,and appropriate evaluation indexes are selected from three aspects of economic benefit,combat readiness benefit and social benefit,and the index weights were determined by using hierarchical analysis method.The fuzzy comprehensive evaluation method is applied to evaluate the comprehensive benefits of two specific projects in area F.Detailed descriptions of the problems in the existing model are given to provide a basis for realizing the scientific and efficient development and utilization of civil air defense engineering.After that,a questionnaire survey was conducted to understand the needs of residents in area F for the development and utilization of civil air defense engineering.Based on sustainable development theory,stakeholder theory and public goods theory,the systematic analysis framework and innovation model of civil air defense engineering development and utilization mode in F area were constructed.The fourthgeneration development and utilization model "Systematic development and utilization model under the new development pattern" is clearly proposed and its connotation is elaborated.Finally,the concrete realization path of the innovation of human defense project development and utilization mode in F area is proposed in three dimensions of function,subject and space,and a more perfect guarantee measure is proposed to solve the potential risks and improve the comprehensive benefits.
