At present,China's urbanization construction has entered an unprecedented fast lane,most of which are emerging cities with initial scale.In such cities,the total amount of civil air defense projects is small,the per capita share is low,and the development of civil air defense projects in urban areas is not balanced.There is still great potential and development space in the development and utilization of urban underground space.Due to the irreversibility of urban underground space development,how to make urban underground space not only give full play to economic benefits,but also meet the needs of urban safety protection,and realize the integrated development of civil air defense engineering and urban construction has become an urgent research topic.In view of this,this thesis makes an in-depth analysis and Research on the integrated development of civil air defense engineering construction and urban construction from the perspective of civil air defense.Firstly,this thesis expounds the development status at home and abroad,introduces the concept of civil air defense engineering and integrated development,and defines the status and role of civil air defense engineering in urban construction.Secondly,the evaluation system of the degree of integration between civil air defense engineering construction and urban construction is constructed from the six dimensions of peacetime and wartime integration,aboveground and underground integration,civil air defense economic integration,civil air defense livelihood integration,civil air defense ecological integration and system and mechanism integration,and the weight values of different evaluation indexes are calculated by analytic hierarchy process,Further,the fuzzy comprehensive analysis method is used to quantitatively evaluate the integration degree of civil air defense engineering construction and urban construction.Thirdly,using the methods of literature research,investigation and empirical analysis,this thesis analyzes the current situation of the integrated development of civil air defense engineering construction and urban construction,and believes that there are some problems in urban civil air defense engineering construction,such as weak consciousness,lack of knowledge,unreasonable planning,imperfect management system,imperfect laws and regulations,unreasonable layout and so on.Thirdly,aiming at the problems,this thesis puts forward countermeasures and suggestions for the integrated development of civil air defense engineering construction and urban construction:strengthening the concept of integrated development,clarifying the objectives of integrated development,establishing standardized and practical laws,regulations and standards,etc.
