The carryings of dangerous goods are rising in recent years, at the same time, the variety and nature of dangerous goods are becoming more and more complicated. The rapid development of the national economy has lead to the boom of waterway and road transport of dangerous goods . So, it's important realistic to analyze and take research on the coordination of waterway and road transport of dangerous goods. The paper combines qualitative analysis with quantitative analysis to research the coordination of waterway and road transport of dangerous goods for the first time. In qualitative analysis, the coordination of waterway and road transport of dangerous goods is divided into three aspects ,and the paper puts forward the problems in the coordinated development of two transport systems; In quantitative analysis, the paper takes the idea of Data Envelopment Analysis (DEA) which evaluates the effectiveness of input and output decision-making unit, then selects specific indices and constructs the evaluation model and methods of the coordinated development of the two systems. The results of DEA show that the Synthetic validity between two systems is improving on the whole, and the coordinated relationship has a good development trend year by year.. Finally, considering the results of evaluation, the actual situation of waterway and road transportation, the coordinated development theory and collaborative management theory, the paper provide countermeasure for the coordination and safety of dangerous goods transported by waterway and road from the respect of laws and regulations, transport capacity, and organization management. The research on coordinated evaluation of waterway and road transport of dangerous goods in the paper can provide theoretical warranty to improve the operating efficiency and transport safety of the two transport systems. It also afford realistic suggestions and countermeasure to solve the problems about the coordinated development between two transport systems.
