Urban traffic congestion has become a global problem faced by most big cities with urbanization and motorization. Optimize to develop the public transport has been recognized the best strategy around the world to solve the traffic problem. This paper is completed in this background and during the study of the research of road congestion and ease congestion in Beijing" project which managed by Beijing Traffic Development Research Center, aimed at the establishment of the model about the urban bus arriving disciplinarian and service level evaluation, and appliance the model to analyze and evaluate the bus-stop.In this paper, from the bus-stop location and the running characteristic of bus, it uses the Mathematical methods to analysis the influence in the moving process of the bus from origin to the end. Model is divided into the general model and simplified model. The general model is the closest to the actual operation. The simplified model overlook the load conditions and the bus-stops' situations. We can get the results of bus-stop routes and the bus arrival amount in anytime by these two models. The general model is close to the actual operation, but it must be rely on amount of data to realize. It must depend on Intelligent Transportation Systems including Intelligent Bus Dispatch,Bus-stop Electronic Information Display and Bus Information Network, etc. Otherwise it must be spend a lot of manpower, material and financial resources. So the paper uses the simplified model in main to calculate the arrival frequency of bus. Because the operation of bus is random, the paper uses the statistical method to deal with the practice data to receive the practice bus arrival frequency. It uses the queuing theory to build the calculated model about the bus-stop's capacity in last.We can calculate the two values of bus-stop arrival average frequency from the simplified model and the practice. Then take the two values into the queuing model to calculate the bus-stop's level. We use the actual data, which is to avoid the randomicity of bus arriving, to validate the effectiveness of simplified model. At the last, the paper takes the model of the two bus-stops in Beijing for example to check out and appraise the bus-stop's capacity.We can receive some results from the available examples. The example of Bei Yi San Yuan is main to point out that the location and the size are important to the bus-stop, and the Xi Dan Lu Kou Dong is to recommend the importance of the bus-stop routes and the bus frequency. It will be an efficient method to choose the location and the stop mode of the bus-stop, to control the queue by designing the number of route and frequency of bus reasonably, which will decrease the delay of bus in bus-stop remarkably.
