China has entered the industrialization and urbanization of the dual high-speed stage of development. At present, China's most developed industrial areas, the urbanization process are also the fastest-growing. High concentration of urban population, a severe shortage of land resources, the residents of a high level of travel mobility, energy consumption and environmental pollution is quite serious in these areas. They are lack of construction funds and transportation infrastructure construction lags behind demand, making the original form of urban space in terms of size, structure and function are difficult to carry the fast-growing social and economic activities, crowding, blocking, accidents, pollution and a series of increasingly severe traffic problems.Coordinated development emphasizes on a polymerization of holistic, integration and internality. It is not a single system or elements of growth, but more systems or elements useful in coordinating the bound and under the provisions of the comprehensive development. Coordinated development of the city's comprehensive transportation can provide a good support conditions for urban economic development and promote rapid and healthy economic development, bring about great social and economic benefits.Starting from the integrated transport, the paper analyzed city's comprehensive transport. Based on the connotation of coordinated development, it analyzed the connotation, the targets and the internal and external influencing factors of the city's comprehensive transport coordinated development. Then, it sets out the overall ideas, principles, processes and methods to build the characterization of index system for the city's comprehensive transport coordinated development. Follows next, it builds the characterization of index system and gives out a detailed explanation and reasons for the various indicators to be elected. Thirdly, it analyzed the characterization of indicator values using the improved average gray relational grade model. It builds the static coordinated development degree model. By introducing time series to the static model, it builds a dynamic coordinated development degree model.Finally, through an example, it shows the possibility of the evaluation model and analyzed the major obstacles to the coordinated developing for the city's comprehensive transport and gives out the corresponding countermeasures.
