Based on the connotation of coordinated development, it analyzed the connotation, the targets and the internal and external influencing factors of the city's comprehensive transport coordinated development. Then, it sets out the overall ideas, principles, processes and methods to build the characterization of index system for the city's comprehensive transport coordinated development. Follows next, it builds the characterization of index system and gives out a detailed explanation and reasons for the various indicators to be elected. Thirdly, it analyzed the characterization of indicator values using the improved average gray relational grade model. It builds the static coordinated development degree model.
