Today, in China, with the rapid growth of motorization and urbanization, most cities, especially mega-cites, are in quickly expansion and inevitably experienced urban sprawl. At the same time, the need to improve the functions of the city was restricted by the urban capacity, and resulted serious urban traffic, housing and environmental issues. In such circumstances, new towns' construction has become the first choice of most mega-cities in order to alleviate the pressures of the central district. but the actual results are not satisfactorily, less attention paid to the transport modes configuration and coordinated development of the transport between central city and new towns led to the actual intercity links can not achieve the expected objectives, new towns can not share the central cities' functions well, and to the coordinated development there is still a certain gap. So, it is necessarily to conduct in-depth researches.According to the current urban expansion, new towns construction, and increasingly serious traffic problems, this thesis takes policy, transport, resources, environment, economic and society into consideration, and then, from the point of view of TOD and system coordination, does some researches about the mechanism analysis and status evaluation of the coordinated development, configuration and selection of traffic modes, and policy design of the traffic system between central city and new towns. The researched results are as follows:Based on the system theory and synergies, proposes the basic concept and proper content of the coordinated development of the transport between central city and new towns. According to the value analysis, discusses the method to ascertain the coordinated development objectives, and then, puts forward the detailed objectives and requirements.In order to evaluate the coordinated degree of the transport between central city and its new towns, this thesis proposes two appraisal model respectively to describe the coordinated development inter transport sub-system and between transport sub-system and others, and then establishes corresponding evaluation index systems, finally, gives an example.On the basis of the detail analysis of multi-transport modes and multi-travel between central city and new towns, this thesis introduces the application of discrete choice theory in analyzing individual behavior of transport mode choice. Based on the typical modes, discusses the utility factors and their count methods, and puts forward a model used for the configuration analysis of transport modes based on the traveller's demand. Finally, illustrates these productions by use an example.In the transport mode's configuration and strategy selection, this thesis combines the SWOT method that used to design enterprise development strategy and the decision-making method based on entropy weight into choosing the proper modes and design the development strategy that adapted to the central city and new towns, thus build a method from the aspect of coordinated development. In addition, puts forward a superiority degree model according to the potential theory related to spatial interaction and the theory of economy potential energy, its counting result is help to the SWOT analysis. As an example, analyses the application of this model in xi'an-gaoling.Takes the current status of the intercity transport into account, this thesis discusses the policy design basement by using policy science, public administration and game theory, especially form the aspects of benefit ordination and system ordination, according to the current contradiction, brings forward the key point in the policy design of the intercity transport.
