At present, the concept of pavement preventive maintenance is very disputed in domestic and foreign, which causes the policy-making method of pavement maintenance differently also respectively. So benefit, expense and cost comparison is unable to compare in the quantity of equal standard, which is disadvantageous to the decisional management of pavement preventive maintenance. By researching the domestic and foreign relevance data and in view of the Shandong Province bituminous pavement actual situation, the paper proposes that the pavement maintenance only based on the idea of "3R" (namely right pavement; right treatment; right time) is pavement preventive maintenance. The concept of pavement preventive maintenance given by this paper provide the foundation for the method decision-making of pavement preventive maintenance. The choice of preventive maintenance treatment, optimal timing of pavement preventive maintenance treatment application in this paper is developed based on this thought.This paper studies the characteristic of preventive maintenance treatment, for example:performance, life expectancy, construction time and matters needing attention and so on. This paper key studies the application of the pavement preventive maintenance treatment, for example: the climate, the volume of traffic, respective superiority of each kind of measure enhancing the pavement performance aspect(for example: seal seam, anti- slides, aging, loosing,moisture infiltration and so on), which is advantageous for selection according to demand by manager. The paper proposes the decision-making matrix and the policy-making tree which is commonly used optimal tool of the management decision-making based on preventive maintenance.In the aspect of study of the time of treatment application, this article takes the benefit-cost as a foundation, revises benefit model, computation theory and process according to the Shandong Province bituminous pavement actual and proposes policy-making of pavement preventive maintenance suiting to the Shandong Province bituminous pavement -the revision of benefit-cost. The expense composition and the expense model are demarcated again according to the thought of "3R", and this paper establishes the expense composition and model suited to the technical demand of the Shandong Province bituminous pavement preventive maintenance. In the analysis process and the step, this paper has separately established the computation model and check model in view of the pavement design thought. Through the revision of benefit-cost, the law of benefit-cost is more scientific and more rigorous, then causes the result of the policy-making approaching to actual.
