The cofferdam and the cofferdam seepage-prevent project occupies important position in the hydroelecrtricity projects, the success or failure of the cofferdam seepage-prevent project rely on the proper technology scheme and the qulity manage. The constucture qulity is important to the cofferdam foundation seepage-prevent engineering project. Applying a specifically technical sheme, the leve of quality management and control restricts the construature quality level, therefore, when we choose technical scheme, we must take the affect of the quality management into account. Analysing and confirm the stress and the difficulty of the quality management, we take the strea and difficulty as the emphases of sheme choose. After choosing relevant sheme, we decompose the working procedure, and confirm the emphases of the quality management about the schem, then give the relevant managing method.Based on roundly summarizing the theory and method about selection of technology scheme and quality control in domestic and foreign, according to the water and electricity project and the cofferdam foundation anti-seepage engineering project's characteristic, through utilizing the theories and principles of project management's decision, scheme selection and quality control, the article amply studys and analyses the process of optimization of technology scheme and quality control of cofferdam seepage-prevent project. Through the comparison and analysis of various decision models'characteristics, the thesis has discussed and has established AHP model of the cofferdam foundation seepage-prevent project. According to the characteristic of quality management of cofferdam foundation seepage-prevent project, the thesis analyses the emphase and give corresponding method of quality control. Through study the affect factors of scheme choosing and the process of the constructure qulity, we set up the relation between scheme-choosing and quality manage. Finally, by taking the example of Silin Cofferdam Foundation Seepage-prevent Project, through comparing and analysing the effect of the program management, this thesis aims to find a suitable procedure and method for optimization of technology scheme and quality control, and improve management level of the cofferdam foundation seepage-prevent project, so as to improve project management level and enhance company competitiveness.
