A Research On Sustainable Development Assessment Of Qinghai-Tibet Railway During Operating Period

Focussed on the Qinghai-Tibet Railway, this paper brought up a new idea of evaluation---- Sustainable Development Assessment. Using research techniques as material research, theoretical analysis, multi-objective decision and synthetical evaluation, this paper has carried out a thorough research on Sustainable Development Assessment theory. The construction of "one theory, two system" which conclude the Sustainable Development Assessment theory and Sustainable Development Assessment index system.The concept, connotation, research range and theory system of Sustainable Development Assessment on railways have been brought up. Based on the study of building theories, constructing principles, screening method and evaluation criterion, the assessment index system and evaluation system including three respects such as enviroment, society and economy, and the manipulation of Sustainable Development Assessment has been improved.Last but not lest, the newly built Qinghai-Tibet Railway were chosed as the example of Sustainable Development Assessment. The assessment result indicates that the sustainable development degree is up to the middle degree. In the system of enviroment, because of its good protecting work, its scoring is 0.9264, belong to the best degree. In the system of society, because of many positive influences, its scoring is 0.4174,belong to the middle degree. In the system of economy, because of affected by natural conditions, its scoring is 0.3107. Generally speaking, the scoring of Qinghai-Tibet Railway can be up to 0.6886, belong to the better degree. That means it's protecting work is better.Sustainable Development Assessment on Qinghai-Tibet Railway is a pertinence and traceability assessment. It provide a kind of guidance and technical support for the management work in the process of railway constructionand operation.
