With the acceleration of urbanization, the influxes of floating population from rural into urban areas continue to increase, which has caused a large number of housing needs. The spontaneous settle-down of floating population into the suburban area or such living type as "Group-oriented leasing" has brought more and more social problems and hidden dangers. In order to avoid the old way West took to renovate slum district, Suzhou has adopted one administration mode, in which Government guides the construction of Transient Population Dormitory Area (TPDA) to centralize and control the floating population.TPDA solves the living and administration problem of floating population, but there are some defects in setting up public facilities, such as lack of specific configuration, lack of scale and types. Firstly, based on different construction modes for TPDA, this paper selects representative cases in Suzhou to conduct studies. The problems in configuration of public facilities are detected in this paper, via the method of conducting user demand and satisfaction survey, and investigating administers of TPDA and related departments. Secondly, this paper summarizes demand characteristics, explores those factors that impacts the demand, and deeply analyzes the conflicts in supply and demand for public facilities from three different levels: the institution and policy level, the market development level, the planning control level.Finally, this paper points out the counter-measures for configuration of TPDA, in accordance with above stated three different levels problems. The counter-measures include to innovate the ideas, to improve related policies, to standardize the construction and administration modes, and to improve planning control and layout.As a transitional product in a specific China's Urbanization phases, TPDA will eventually develop as community. Therefore we should follow the dynamic principle in the configuration of public facilities, considering the living quality and living environment as well as the continuous improvement of living standards. The configuration should be flexible in different phases, and ultimately turns to be the community-based configuration mode.
