So town traffic accidents will also be in a growth trend. Road traffic accidents caused by safety problems will bring the whole society with heavy medical and economic burden. Therefore, improving road safety performance is the top priority of safety.To improve the road safety performance, we must see clearly the security situation, make an objective assessment to its, therefore, to carry out the evaluation of town road safety research is necessary. Through the evaluation of the impact of our cities and towns to identify the main factors of road safety, to identify the crux of the problem for town traffic management departments to provide a scientific basis for decision making, but also the add traffic safety theory.In this paper, we try to establish a road safety evaluation index (system) and the corresponding evaluation methods from the line and surface two-levels. Line for the same level of road safety in different areas of performance comparison, the level of area is a comprehensive evaluation of all the roads.We make a comprehensive evaluation of the region accident starting from the accident statistics. First of all, the law of the town road traffic accidents and accident characteristics, and then on this basis from the people, vehicles, Road, to analyze the environmental impact of the four towns of the main factors of road traffic safety, building a system of urban road safety indicators, and then use the level of analysis Law, adopted the form of a questionnaire to determine the weights of the indicators for evaluation.Combining cluster analysis of gray theory we make an evaluation on the line with three evaluation indexes: the road traffic fatality rate, run-accident rate, Million-vehicle- mortality per km.Through the evaluation of the two-level, a comprehensive road safety evaluation of the theoretical system will be formed.
