Study On Application Of Circular Economy Theory In Environmental Impact Assessment Of Urban Rail Transit Planning

The theory of circular economy is incorporated into the socio-economic impact assessment of the urban rail transit planning on the basis of summarizing the theory of circular economy and urban rail transport planning Environmental Impact Assessment In this paper. It can reduce the significant impact on the environment while plays an important role in building a recycling-oriented society. In the planning EIA, taking the theory of circular economy as a standard has considered to determine whether the planning consistent with sustainable development. So the thesis mainly contents:(1) It comes to the conclusion that the necessity and feasibility of making the concept of circular economy to come into the planning EIA of the urban railway transport base on introducing the research background of the planning Environmental Impact Assessment and circular economy and combining with the construction of urban rail traffic historical background at home and abroad.(2) The basic theory of circular economy system is discussed in the planning Environmental Impact Assessment of urban railway transport. The foundation principles and basic steps of the Indicator system are brought forward. The paper set up the basic framework of circular economy's Indicator system and calculates the weight of each indicator by the use of AHP method.(3) The article ascertains circular economy's indicator system takes the development of Xi'an rapid rail transit network planning Environmental Impact Assessment as an example. The weights of each indicator and the comprehensive evaluation index value of periods are calculated by the use of AHP method. It comes to the conclusion that the comprehensive evaluation index value of Xi'an railway transport network planning Environmental Impact Assessment gradually increased with the time evolution. It illuminates the scheme conducive to socio-economic development and environmental protection and accords with circular economy's developmental demand which the social, economic and environment develop harmoniously.In this paper, the theory of circular economy is brought into the urban rail transport network planning environmental impact assessment firstly. At the same time, the AHP method is used in the foundation of circular economy's Indicator system and works out the weight of each indicator. Finally, this paper provides a reference for the application of circular economy's Index system in urban rail transport network planning EIA.
