Xi'an city lake of water resource badly, a series of environmental geology problems have been rose by the excessive exploitation of ground water. The joint operation of surface water and ground water is a effective way to solve urban water use problem as well as to guarantee ecological environment and sustainable development of social economy. Based on the relative reference of home and aboard, combining with the project"the plan on protection and usage of Xi'an city",the optimizing allocation of surface water and ground water consumption of different departments was studied by the way of water resource systematic analysis, the conclusions as following:1 On base of analysis on the exploitation and usage current situation of water resource in Xi'an city, combining with the climate, rain fall, hydrogeology conditions, the traits of both surface water and ground water usage, the surface and ground water resource quantity is synthetially calculated in this article.2 The trend of supply and demand of water resource in Xi'an city is analyzed, according to the water resource prediction theory, under the conditions of different frequency(50%,75%,95%), different departments(industry, agriculture ,living of residents, ecological environment and urban commonality),the quantity of water supply is reasonably predicted in the year of 2010 and 2020, the first and second of supply and demand equilibrium analysis about quantities of water in different frequency year are made.3 Aim at the central problems in the utilization and allocation of water resource in Xi'an city, based on the theory of water resource optimizing allocation, the rules and schemes of water resource optimizing allocation in Xi'an city. Some factors for instance available water are selected as the constrained conditions, the Min total utilization of surface and ground water of different departments as the target function, the model of water resource optimizing allocation was founded, the water resource quantity is optimized with systems analysis method, the water resource quantity is optimizing allocated under the different factor of assurance, joint operation of surface and ground water is carried out, which shows the idea and rules of sustainable exploitation and utilization of water resource.4 Founding on the water utilization structure, combining the water resource of Xi'an city and features of departments water utilization, the two different schedules of water utilization structure (high and low)in planning year are brought forth. It turns that these two schedule are feasible, but the low schedule demands more water quantity, and more exploitation of ground water, the force of water conservation and the extent of reclaimed water circulation and utilization are less, however, the high schedule considers strong conservation and decrease exploitation of ground water ,at the same time, to increase the reutilizations quantities of rain fall and sewage, in order to meet the balance of the supply and demand. Considering the material situation of Xi'an city, the two schedules is planned to carried out progressive, under the current economical technology, the low schedule could be operated firstly, the high schedule could be applied after the enhance of economic development and water conservation force. the two optimizing allocation results are compared which indicates that the model and method in this article are reasonable and feasible, and the result can be a reference to the planning and management of water resource in Xi'an city.
