How to do well quality and investment control of construction project, it is very important to determine the optimum project of reasonable time.Firstly, the paper summaries the research results of the domestic and foreign relative construction time theory, including the reasonable time, construction delay and relationship between time and investment. On the basis, Problems Existing in the construction time in our country are summarized, and the solving method is provided. Secondly we have made simple introduction to the dialectical relationship of the construction time, investment and quality. It are deduced based on the principle, how to determine the dialectical relationship of the construction time, investment and quality. Under instruction, formulates a scientific and practically feasible research plan, how to optimize the resources'allocation, time and investment.After analyzing the relationship between the three major objectives, focusing on the integrating optimization question, the thesis suggests an optimizing model under the constrains of time, quality and investment.
