Construction enterprise is an important part of national economic development.Along with its rapid developing, the situation of production safety is still grim, andthe number of the accidents is still large, especially the serious and more seriousaccidents occur from time to time. The insufficient and low efficiency of constructionsafety investment are the main causes leading frequent occurrence of accidents.Therefore, studying the prediction of the safety investment funds and quantitativeoptimal allocation of construction enterprise safety input to provide the basis for thescientific enterprise safety investment decision, has important significance inimproving the level of safety production of construction enterprises.Based on the research of domestic and foreign related scholars, combined withthe theories and methods of related disciplines such as safety management, safetysystem engineering, safety economics, safety engineering and so on, the definition ofconstruction enterprise safety investment and relevant theories are defined. And thepresent situation of the safety investment for construction enterprises in China andtheir sources, together with its influencing factors are analyzed. According to theprinciples of index system, the index system of construction enterprise safety input isconsummated. Based on the sequence forecasting method of grey prediction theory,the total amount of safety investment for one construction unit is predicted, and theaccuracy of the model is verified. On the basis of quantitative analysis of optimizationallocation in safety investment, the model of optimization allocation for safetyinvestment using analytic hierarchy theory is established. And the safety investmentvalue of a construction enterprise from2009to2013is analyzed, then the optimalinvestment amount and safety sub-investment plan for the construction enterprises areobtained under the circumstance of certain total amount of safety input, whichprovides a theoretical basis to improve safety investment theory, build the long-termsafety mechanism, reduce safety accidents in construction enterprises, improve theguarantee capacity of safety production of construction enterprises and solve the tensesituation of safety production.
