Traffic impact analysis(TIA) has become a powerful tool, which could coordinate the construction of projects and the relations of transportation as a new kind of research method. It could analyze traffic influence produced by projects quantitatively, propose the measures of traffic improvement, in order to coordinate the relations of construction project and the increasement of transportation demand. The evaluation of traffic impact area is a difficult and urgent problem in the theory of traffic impact analysis and praction.When determine traffic impact area, if the range of reasearch is too large, it will increase the workload; But if the range of reasearch is too small, it will influence the precision of analysis. Looking from the process of traffic impact analysis in each big municipal in our country recently, there is not a scientific and unified rule aiming at traffic impact area, foreign subjective method is not suitable for application in China, because it not profit the management of urban depending on major department of all levels and expert's experience. Domestic scholars put forward model method emphatically while determining traffic impact area. Some existing methods have already applied in practice, but there is not any method of traffic impact analysis that accepted generally at present because of flaws existed more or less in each method, therefore it is imperative to determine a scientific and reasonable traffic impact area.This paper divides the peripheral districts of project according to different functions taking the premise of commercial location and travel time, the paper determines the extreme location of each district that influenced by project on the basis of analyzing the travel time limitative value, applies urban breaking—point theory between the project location and each extreme location, after analyzing the characteristics of urban breaking—point theory, the paper has established the related mathematical model, and determined the attract scope boundary between the project location and each extreme location (i.e.the breaking—point trace ), the paper puts forward a method to identify the traffic impact area based on commercial location, travel time and urban breaking—point theory.In order to make the evaluation method based on commercial location, travel time and urban breaking—point theory correspond to reality, the paper selects and uses a TIA case in Dalian, the result verifies the credibility of the method. The method Connected with subjective analysis, which can analyze working condition on urban traffic and make traffic planners estimate the accessibility of the city easily, in the end make city develop sustainably.
