In this dissertation, Traffic Impact Analysis(TIA) system about the big city of China is studied.TIA namely studies the internal relationship between city land use and traffic from the point of microcosmic, reveal their regulation, and grope for how to assort with the relationship between them, and TIA is the effective means which deal with city transportation.According to previous research on TIA all over the world, there exist several methods for TIA, such as some TIA procedures which is founded by some America authoritative institution, TIA methods in the UK, and the quantitative traffic impact model which is put forwarded by Dr HUANG ZHAOYI inland. All over the world a lot of interrelated research indicate, some problems are confronted and left unsolved in practical circumstances, and theory analysis, so thorough and systematic research on it is necessary, these problems include model split, how to decide threshold of TIA and study area, the LOS for road and intersection, trip generation and distribution, trip assignment etc. Because the precondition and situation for TIA in abroad are very different from inland, if the overseas TIA methods will be applied inland, there must have a series of problems. As a result, this main objection of this research will found the TIA system thought ~vhich adapt our country抯 situation, by studying the TIA process of the developed countries, especially the study situation in America.Then it talks about the main factors and their relationship which are confronted in studying in detail, especially the relationship between traffic and land use, and found TIA system on the basis of it. TL4 usually starts from the point of system, not only analyses quantiflcationally the relationship among all kinds of land use and developed density and trip generation or attraction, butalso the cumulative effect on city road network by the total traffic volwnes. It also studies whether future traffic demand match with the capacity of road network, and the effect on traffic environment, it evaluate and check up the Initial traffic plan.At present, the threshold and study area are the difficulties in TIA, then this dissertation take emphases on them. Threshold For TIA include threshold of LOS of the road network around the new development, the peak hour or daily traffic volumes threshold and the size threshold of new development. Different types of development have different threshold, according to the type of land use, we may divide the threshold into business, work office, residence, industry etc, of course, the threshold may be divided according to local real situation. The concrete threshold adopts the type of LOS of the road network, namely the type of capacity of road network. there have very relativity in all kinds of threshold index, when other condition don抰 change, different index as peak hour volumes, VPD, the size of new development and LOS etc may be interchangeable. In addition, index is flexible variable, when the city restrict new development strictly, the value of index may be strict; when the city encourage some kinds of development, the city will cancel or relax the threshold.The decision of study area depends on the location and development size of land use in a large extent, usually it includes the local area and the surround area which suffer from a large amount of traffic impact. By analyzing the diffused essence of traffic volumes, this study put forward one kind of model which decide study area-Cloud Model, which adapt to different types of developments and different development size. The model is founded by adapting cooperative theory, it found the biggest study area function on the condition of different traffic impact extent around road network of new developments, as result TIA can analyze the traffic impact of land uses quantificationally, coordinate the relationship between land uses and road supply, and it also analyzed advantage and disadvantage of the model, this model need to be studied deeply.Then this stu...
