Traffic impact analysis (TIA) has become an important procedure in project examining and approving of urban traffic plan in big cities of China. As an important measure, it decides how the engineering project produce an effect on urban traffic. As a precondition to make traffic impact analysis, evaluating traffic impact area accurately also becomes more significant.Evaluating traffic impact area is related to the location, properties, scale of the development project and the traffic condition nearby. But foreign subjective method is not suitable for application in China, on the other side, using domestic model method also exists manipulation difficulties on calibrating parameters. Considering the time of trip proving to be overall evaluation merit on traffic impact area, using the experience of the road impedance function, the article puts forward a method based on time using for evaluating traffic impact area, namely T-TIA, and provides a new method which can be applied to evaluate traffic impact area effectively. In T-TIA, the article takes isochrones as the form which represents traffic impact area.This article also gives practical procession method of using the software--TRIPS,which is a mature software in traffic planning field.In order to make the evaluation method based on time correspond to reality, the article select and use a TIA case in Beijing. The result verifies the credibility of the method.Method on evaluating traffic impact area based on time can rationally valuate the influence degree which different development put on different road network. Connected with subjective analysis, it can analyze working condition on urban traffic and make traffic planners estimate the accessibility of the city easily, in the end make city develop sustainably.
