Study On Northern Jiangxi Industrial Parks Development Under The Visual Angle Of Coordinating Urban And Rural

As a kind of space region to promote industry cluster and to form a pattern of collaboration, industrial parks have been imitated by more and more countries and regions since World Warâ…¡.In china, the exploitation of industrial parks is usually considered as an important way of Rural Urbanization, however, the coordinated development paradoxes of urban-rural areas caused by industrial park development and construction also appear. Northern Jiangxi, taken as intensive industrial activities region, is the first and foremost supporting region to receive Yangtze River Delta Area industry transfer; At the same time, Jiangxi is a major agricultural province, Correspondingly Northern Jiangxi has stayed a situation which had a large number of agricultural population and rural development based on the weak foundation. Therefore, to do such a study about the coordinated development paradox of urban-rural areas caused by industrial parks development and construction in Northern Jiangxi is representative.Based on the above background,this paper cards the related theory of urban-rural development relation, and reviews a number of urban-rural co-ordination practices in the process of industrial parks development at home and abroad. Combinating urban and rural co-ordination status quo in Northern Jiangxi industrial parks, this paper sums up the causes of urban-rural un-coordination relation in the process of Northern Jiangxi industrial parks development for the following four areas: farmers'interests couldn't be protected whose owed land lost for industrial parks development; industry parks planning lack of considering urban and rural as a whole; industry parks detach from the development of the villages; mechanisms for self-development of industrial parks does not sound.Through research and analysis, in order to strengthen the coordinate relationship between urban and rural in the process of industrial parks development and construction in northern Jiangxi, this paper argue that it needs to establish and improve protection mechanism for the peasants who lose their owed land for industrial parks, expand the gain effect of agriculture during the development of industry, build two-way channels of communication between industrial parks and urban-rural, and plan the industrial park from the view of manpower. Among them, planning Countermeasures include strengthening dynamic development features of planning, improve planning flexibility and increase multi-site supply of the land, and through above-mentioned three ways to protect the farmers'interests whose owed land lost for industrial parks development and to improve fairness in the implementation of industrial park planning.
