Water resources are indispensable to human beings in natural resources, environmental resources of biological survival, material base of human survival and socio-economic development is an important guarantee for sustainable development. With the urban population growth and rapid economic development, either the demand for water quantity or quality has a huge growth. Water supply shortage has been gradually exposed, it has become the main problem obstructing to socio-economic development in Jinan city. Therefore, this article has studied the application of the optimal allocation of water resources on Jinan center urban. The spring flow simulation has been studied on the base of the particularity of spring protection in Jinan.(1)Chapter 1. Introduction. This chapter introduces the study background of optimal allocation of water, points out the meaning of the study, and summarizes the history and current status of the theories.(2)Chapter 2. The multi-source multi-user allocation model of water resources optimal allocation. Searching for the harmony between economy, water use and environment improvement, this chapter builds a sustainable development-oriented multi-source multi-user optimal alocation model.(3)Chapter 3. Overview of Jinan City. From the socio-economic, physical geography, river systems and urban development perspective describes the profile of Jinan City, and highlights on water resources of Jinan City.(4)Chapter 4. The analysis of water, water demand forecasts and supply-demand balance of Jinan city center. According to the actual situation in Jinan, predicting water requirements of city life, industry, environment in 2010,2015 and 2020. Analysis of available water of the various water sources is done. Analyzing of supply and demand balance.(5)Chapter 5. Optimization progroms of water resources on Jinan center unban. According to the balance analysis and Jinan actual situation, optimization progroms of water resources are made. (6)Chapter 6. Simulation of spring discharge. Spring flow data difficultly to measure is replaced by more accurate date of spring locations. The chapter establishes BP neural network models of different variables. According to comparison of training results after inputing the long series of data into the models,the chapter selects the better model.(7)Chapter 7. Conclusions and suggestions. Conclusions of this paper are summarized. This chapter makes a few suggestions on Management of water resources in Jinan City.
