The term of buoy refers to the facilities or systems which provide safety information for a variety of water sports. Its running status, whether good or bad, will directly affect the safety of the ship. Traditional management of aids to navigation is of the characteristics as poor real-time, low reliability, unfavorable efficiency, high cost and more potential safety problems, therefore, it is no longer suitable for the development of modern shipping. With the aim of elevating the scientific content of buoys and its level of scientific management, improving the navigation environment as well as protecting the safety of the ship, the present study tries to design an economic and reliable beacon telemetry remote control system which will meet the needs of navigable waterways of Heilongjiang, and which can accomplish the task of remote-monitor dynamicly and state control, of detecting abnormal beacon for ships and further to provide effective aids to navigation services. All these accomplishments are made available by the usage of modern technology of aids to navigation and control, computer network technology, wireless communication technology and data processing techniques.The author of this paper first did an in-depth research on the relative technology principles of remote control systems, including wireless communication technology and networking technology. Database and software architectures were chosen in favor of the system's features. The author analysed the management mode and the functional requirements of the remote telemetry buoy system and further designed the network, basing on the developing idea and system operation mechanisms of Heilongjiang digital channel system. Then the author designed and developed the remote telemetry buoy system, which is a multi-polar network consisting three management models as the bureau branch and ship, achieving functions such as aids to navigation, beacon telemetry, remote control and monitoring; A detailed breakdown of the system functional modules were made to complete the design of each module's data structures. Third, the communication protocol between the telemetry buoy terminal and the server was introduced. The details on communication were demonstrated in the data's byte format and frame format, the terminal address field, the server-to-end control domain as well as the type of communication data transmission services and transfer rules. Finally, the author completed the functional modules like the dynamic beacon, beacon commands, command queries and the view of static beacon information.
