Over the years, a large amount of data of water resources has been accumulated in Songliao basin's, these data plays a very important role in research and analysis of changes of water resources, and in work of scientific management and effective protection of water resources. However, due to the lack of information transmission and distribution systems for information collection and reporting of water resources, and due to the lack of rapid, accurate operational mechanisms and systems for information analysis and distribution, the urgent need for these data to be grouped with the management, development and utilization by effective means, forming a complete, reliable, and efficient database management systems and information processing and service system. To promote the technological progress of Songliao Basin Water Resources management work, unify the technical standards, strengthen scientific management, better adapt water management and national economic construction needs, provide society timely, accurate and comprehensive water information, and enhance the shared levels of water information, The"water resources evaluation information system of Songliao basin"is studied.In this paper, the system analysis and system design for"Evaluation Information System of Songliao River Basin Water Resources"and its database development are firstly done; On this basis, using modern computer network technology, information communication technology, distributed database technology and WEB-GIS technology, the WEB-driven information management and query mechanism are builted, with GIS as a platform, and network database management system as basis; Many operational functions such as data editing, processing, calculation, analysis, mapping, data added, output, and storage of watershed-based geographic information are realized; Finally, a fast, accurate operation mechanism and system of analysis, processing and distribution of, water resources information can be formed, and datas of water resources information can be grouped with the management, development and utilization by effective means, a complete, reliable, and efficient database management systems and information processing and service system are formed.Through the research of this paper, the following results are obtained: 1. Various databases of Songliao basin water resources assessment information are formed, such as water resource information, spatial data information, water resources development and utilization information. They are managed by the numbers.2. The subsystems with capabilities of basic geographic information management and map management and analysis are developed, combinning with GIS technology, GIS functions such as attribute information query, space measurement, overlay analysis are realized, Which will facilitate the joint management of spatial data and geographic elements attribute data of the study area, and will provide a simple and convenient platform for spatial information store and query.3. Through the establishment of internal model of the system for water resources evaluation, regional comparative analysis for surface water and groundwater resources of Songliao, composition analysis for water resources of current year, trend analysis of current regional water resources, and columnar analysis of current regional water resources can all be done.4. Through Surfer software, isoline drawing functions can be realized, which will provide aids to spatial information management. The drawings include isoline and iso-surface, and the drawings can saved by vector format in order to achieve the overlay analysis functions.Through the establishment of system of Songliao basin water resources assessment information, functions of the basin agency,for unified planning and scheduling of water resources are strengthened. It provides reliable basis for the overall management and control of evaluation informations of basin surface water resources and groundwater resources, strengthening the dynamic management of water resources, and optimizing the scheduling and rational use of water resources. It has great significance for the realization further use, sharing and exchange across the country of water resources management information of Songliao basin.
