In the background of Western developed countries "deregulation", choosing a suitable development path of China Electricity Regulatory is an important issue at this stage. Learn advanced power monitoring mechanism, establishment of scientific institutions and improve the electricity regulatory system of China, not only is the ultimate goal of this article and clues, but also is the only way of healthy development of China's electricity regulation. The first chapter is talk about the technical and economic characteristics of the power industry, summed up with the size of the power industry, network, link closely, system balance and continuous large external characteristics, the same time, the electricity industry, four major business Type: generation, transmission, distribution and sale of electricity to analyze, and concluded: power generation and sale of electricity are competitive, while transmission and distribution business are natural monopolies, this basic research was laid after the basis. The chapter also reviews the history of electricity regulation, focusing on the 20th century, 70-80 years after the developed countries appear "deregulation" phenomena in-depth analysis of: the economic crisis spread, changes in technical and economic characteristics, regulatory theory and traditional regulatory cost are too high. The second chapter is the top priority of this article, to the selection of a scientific and effective and has been proven in other countries have general applicability of the power regulation mechanism, and then apply the mechanism design theory, to achieve the conversion mechanism to the system. This chapter of the traditional power industry regulatory mechanism to explain: First, early entry regulation mechanism is based on the theory of contestable markets of asymmetric regulation, through binding the original strength of enterprises, support the weaker after the entry of new enterprises, to maintain the market competitive. Secondly, price regulation is the core of the power sector regulation and effective way. This chapter selected the most representative model of the regulatory supervision of: return on investment model to analyze the operation of the mechanism of the model and the disadvantages of the traditional power control mechanism that economies of scale and competitiveness of the energy can not solve the contradiction between. In the second part of the chapter reviews the development of incentive regulation theory and application of incentive regulation on the representative of the three models: franchise bidding model, PCR-X model and the region competitive model for the operation of the inter- mechanism and scope of application of a detailed, to find out an effective monitoring mechanism and model of power. On this basis, the third part of the chapter using mechanism design theory, and the incentive to find the corresponding regulatory mechanisms set up electricity regulatory system: regulatory independence, reasonable definition of regulatory, regulatory personnel in the professional and self-regulation. Meanwhile, the electricity regulatory institutional arrangements to reflect the incentive regulatory mechanism of economic logic: first legislation, regulatory mechanisms on the basis of the law, system's stability and cost-benefit principles, through this series of system design, incentive regulatory mechanism to ensure practice effectively.Chapter III, monitoring the status of China's power industry and the problems in layers of interpretation. First, the chapter reviews the history of China's reform and the evolution of electricity regulation, electricity regulation of the four development of brief periods, while in the case of the Ertan Hydropower electricity regulation in China illustrates the enormous risks and problems. Second, China's electricity regulatory mechanism for the stage and to analyze the structure of the problem: backward pricing system, market access mechanism is unreasonable, SERC functions missing, regulatory bodies system is not perfect, staff very troubled by such issues as non-professional the effect of China's current electricity regulation and development. Finally, the chapter on the electricity regulatory system, problems such as lack of clear legal authority electricity regulation, electricity regulation seriously lags behind the law, the legal system, self-contradictory and so on electricity regulation, which are China's electricity regulatory system needs great efforts to improve.Chapter IV focuses on the electricity sector regulation in international comparison and reference, this chapter lists the United States, Japan, Britain, Germany, France and other power regulatory experience and lessons learned.U.S. investment rate of return is based on the model of electricity regulation; Japan Electricity Regulatory is dispersion; the United Kingdom is under price-cap model of electricity regulation; German electricity regulation legislation is characterized by first and to modify; French electricity regulation is Government and state-owned enterprises through the medium-term contract planning guidance. Each country according to its own national conditions, have explored a model for regulation of electricity, so electricity regulation in China is not only scientific mechanism to reflect the general regulatory power, but should be based on China's basic national conditions. The last Chapter proposed to refine and improve a number of recommendations of electricity regulation in China: First of all, learn advanced power monitoring mechanism. Abandon the cost-plus pricing mechanism, and gradually change the administrative examination and approval of market access mechanisms, the introduction of incentive regulation mechanism, continue to promote large consumers direct, promote competition in the electricity market. China's electricity regulatory functions for the current complex situation, clearly strengthen the SERC's functions, fulfill the power regulators and policy-making functions of the executive functions of the separation. SERC staff while expanding systems, adjustments for the formation. Finally, the Perfection of the electricity regulatory system. Amendments as soon as possible, "Power Law" amendment to remove the existing legal system and establish a framework clearly, comprehensive coverage, coordination of electricity regulation legal system. At the same time to uphold the legislation first, and predictability of legislation, to maintain complete and the future applicability of the legislative advance.
