According to the long-term railway network plan,by 2020,the capacity of national railway trans will suffice the needs of national economy and social development, and the primary tech-equipment will reach or approach the international advanced level. With the deepening of the compositive trans system reformation, the continuous progressing of railway productive layout modulating and the intensifying of the trans market competing, the cargo transport basing on principle of "centralizing and large-scaling", characteristic of speedy and punctuality and railway cargo trans logistics development will be the main direction of railway trans developing. Upon this background, how to optimize the address choosing within the constructing of strategic loading point will be the one of the importance of the railway cargo trans reformation.The construction of strategic loading point is the basis and core of the railway and it's the important part of the great-leap-forward development in railway, and it's needed to optimize the distribution of productive forces, improve technology and management level of freight transport and transport efficiency.The purpose of this paper is to the release of research strategies for the loading point of the layout plan by rail "big leap development" road transportation network construction after forming the background.First of all, set out the basic theory of the strategic location of loading points, including the strategic concept of loading points, functions, and the principle of internal and external factors of affect the strategic location of loading points, focusing on analysis of the strategic loading point of quantitative site selection methods and their respective advantages and disadvantages. Secondly, I access to a large number of rail freight within the statistical data based on the analysis of rail freight and cargo for future development trend of changes in the structure for the strategic location of loading points, this provides a background of macroeconomic environment and needs. Then from the impact of the strategic location of loading points, the impact of cost factors start loading a strategic point of mixed 0-1 integer programming model, particularly in the railway sector efficiency indicators into the model for which sites, so that the election strategy of loading points, site model is more realistic and instructional. Finally, according to this model I solve a system solution of the optimal strategy loading point.
