As a major adjustment of the national economy, the bulk cargo transport demand decreased, while the scattered freight transport demand increasing. The railway transport volume is declining and market share is declining, that due to ignore part-load traffic. Compared with other modes of transportation, the railway transport does not have competitive. In such a grim situation, in order to establish the key position in the transportation system, railway must pay attention to part-load traffic, so China Railway Corporation has implemented the Freight Transportation Reform on June 15,2013, by carried out "real goods" transportation, open to accept, develop scattered cargo express business. The country’s 18 railway bureaus have opened lines of regional and inter-regional scattered cargo express train; construct a nationwide scattered cargo transport network. Railway transport has unparalleled advantages, but the scattered cargo supply is randomness, and the railway station is usually located in the suburbs, far from the supply of scattered sources, so how to attract the supply and efficiently distribute goods become an urgent problem to the railway sector. The railway bureaus are gradually opening some non-rail station. Without being limited by the distribution of the railway line, non-rail station is flexible setup, it can in-depth urban or suburban, close to the sources, convenient to customers. But there is no uniform method for non-rail station layout. The layout of non-rail station is not balanced. Based on this background, this paper focus on railway scattered cargo express network layout, the main research from several aspects as follows:(1) In the paper, the railway scattered freight supply’s category, the conditions of carriage and features are analyzed. The definition and composition of express railway network are analyzed, and the reach scope of the railway scattered cargo express business outlets are defined. The status quo of supply organizations, business processes, and business outlets layout for the status quo in terms of railway scattered cargo express are analyzed; Railway scattered cargo express problems are analyzed and the research direction is pointed out.(2) The theoretical basis of nodes layout is described. The business outlets layout mode for railway scattered cargo express is put forward. The general network location layout method is analyzed. The Procedural steps of railway scattered cargo express business outlets layout are put forward.(3) The railway scattered cargo express business outlets layout objectives and principles are clearly identified, and the factors that influence the business outlets layout are analyzes. A mixed integer programming model that can minimize the total cost of the entire business network is established, and the solving method is given.(4) Take Chengdu urban and adjacent surrounding counties as an example, researching railway scattered cargo express business outlets layout plan, and analyzing the layout results, confirming the correctness and feasibility of the business outlets layout model.
