The thesis initially establishes a comprehensive optimized model of technical standards in high-speed railways, and verifies the feasibility that the theory is applied to high-speed railways, providing a reference for the choice and decision-making of the technical standards of the high-speed rail passenger line.According to the design codes of the high-speed railways, this thesis introduces the comprehensive optimized theory of the technical standards into the high-speed rail passenger line. Optimizing the dynamic mathematic model and objective function, the thesis use the optimization method of the non-linear constrained mixed discrete variable to the operation of the objective function.The paper considers the dynamic change and the time value of the investment and operating expenses, and select the target speed, minimum curve radius, maximum slope and the distance between stations as the main design variables; In this thesis, multiple regression mathematical approach is used to build the mathematic model of the main project costs for a passenger line; based on the running characteristics of high-speed trains and the operating mode of the high-speed railway in China, railway passenger line's annual operating expenses was discussed and the operating expense mathematic model is established.with the target speed being the main design variable; as an important part of the fixed investment in equipments, the article also considers the fare of buying high-speed trains, and in accordance with annual increasing needs of transport capacity, the trains are brought in by stages and in batches to ensure the economic rationality of the investment.Finally, the article takes the Nanjing-Anqing Railway as an example to conduct an analysis using the comprehensive optimized theory model mentioned above. The calculation results show that the objective function and constraint function established in the thesis have a certain degree of rationality, with a certain reference value for the selection of major railway technical standards.
