| In order to solve the worsening problem of traffic jam in cities,and achieve sustainable development of urban traffic, the effective measure is urban rail transit. However, the expense of the urban rail transit will inevitably create financial pressure on the government and enterprises.Learning from the sucessful case of Hong Kong and Japan who use the land development to solve the shortage of urban rail transit, the paper analysis the research results of land transport interaction theory, TOD theory, comprehensive development, external efficiency reduction, land reserves. And these can be the basis of land comprehensive development.In light of the characteristics of domestic economic management system, the obvious differences exist in the transportation and the main land construction, the source of finance, the way of land purchase. Also the differences exists between the traffic management and the land management. On this basis, the paper proposes the way of business intergration. Only by choosing a reasonable operation and management methods, it can ensure the comprehensive development to proceed smoothly.On the study of business integration and land reserves policy, in chapter 4 the paper proposes that the obtain of tenure should consider the benefits in all respects. Then the paper proposes the three deveopment modes. There are:the development of rail transit enterprise, the cooperation between rail transit enterprise and land developers, the development of land developers. The three modes can ensure that the construction of rail transit can use the land investment return.Refer to basic technique of land development, in chapter 5 the peper proposes that the comprehensive development should consider the basic demand of land development and special effection. In order to ensure the coordinated development between the construction of rail transir and land development, it states the basic measures system for the comprehensive development by analying the suitable area of development, reasonable land composition, mining inetesity, the combine between station and neighboring land and the main transit transfer. |
