During several thousand years of development in human's history, the village is the most primitive human colonies, and it's also the place where the civilization is shown. With the development of human's history, some villages evolved into cities, and some villages have to re-sitting or perished gradually because of natural disasters, wars and other reasons. But more villages continued the original culture, environment, organizational pattern, building forms and so on, these villages has not changed much in distribution. With the advancement of the urbanization process, because of the life style of urban, as well as some modern urban civilization infiltration, the farmers has undergone tremendous change in lifestyle. This process will inevitably result that the life of peasant's carrier (rural) seems incompatible with the modern way of life, resulting in many conflicts. Such as "hollow village," the emergence of the village of fuzzy systems, irrational village structure, the backward village infrastructure and public service facilities are increasing; all these contradictions indicate that the New Town layout planning is imperative.Based on practical problems in the rural areas in the new era, this article research the China macro background of the construction of new socialist countryside, combined with the layout plan of the county village's theories, and analyses the relations of the status, features, issues and trends of County village. On this basis, combined the example, this article comment the Impact factor and mechanism of the village planning in the Guanzhong area, combined with theoretical thinking and solutions for this problem, Proposed planning objectives, building planning framework and analysis. Planning methods used in this paper is based on the study of space-economic system in rural operation mechanism and structural optimization, and then constitute the county theoretical basis for planning of the village. County village layout plan related to levels of economic development, residential hierarchical structure, size structure, spatial distribution, industry and population distribution, support system and other elements. Combined with the adoption of practice of Chengcheng County planning in the Weinan City, Guanzhong region, Shanxi Province, the article explained the planning approach which has been in applications.Based on the field research and proposal for the two village planning in the Guanzhong region in Shanxi Province which the author has been involved, combined with studies the village planning case in the Chengcheng County and Linwei area, the author think over what did the author find from the status of the distribution of villages planning. What are the causes of conflict? What is the future direction of towns and villages? And how are solutions and ways for this problem and so on. Among them, the paper focused on population, land, industry this relatively considerations, and these are also the leads throughout this article. Based on overall level of development and practical needs of the peasant in these two counties, the paper determined reasonable goals and tasks, plan the village layout to achieve a dynamic balance and sustainable development for these two villages in the county. Finally, the direction of further work is briefly discussed.
