In recent years, the state has stepped up macro-control to residential, social housing security system has been further improved, a huge number of protective housing for low-income people has set off a new wave of construction. Meanwhile, global energy crisis and environmental problems increasingly aggravated is threatening the earth. Backward materials, technology, extensive production methods and generally enhancing living comfort requirements making China building energy consumption soared yearly. Huge building energy consumption has become enormous burden of China's economy, sustainable development of living environmental is falling into bottleneck.As vulnerable groups in society, urban low-income not only have the right of residence, but also require more comfortable living environment with the improvement of living standards. However, the result of the improvement of living comfort is building energy consumption increases inevitably, which makes energy efficiency of protective housing become more important and urgent. To follow a path of sustainable development which suits to China's national conditions, it requires us to apply traditional architectural design of ecological wisdom, combined with modern technology and requirements of the times to solve the contradiction of protective housing between "low-cost construction" and "high comfort level". This paper analyzed from a lot of field research on the energy situation of indemnificatory housing in Xi'an (three affordable housing and a low-cost housing), including the basic situation of households, living environment, interior space conditions, usage of equipment, energy-saving economic conditions as well as Energy-saving intention, and summed up the problems on its energy-saving and the key in Energy Saving. And then selected indemnificatory housing energy-saving measures which suits to climatic conditions of Xi'an from the settlements planning and architectural design level and the existing passive energy-saving measures.
