Water resources are the material basis of human survival and development, which is the important guarantee for sustainable development. With the increasing population, rapid social and economic development, urgent need to improve the ecological environment, Water shortage has become an important factor which constraints the regional, national and even global development. Water resources optimal allocation and input-output are to study. how to rational development and utilization of water resources, improve the allocation and utilization efficiency of water resources, implement the sustainable use of water resources, ensure socio-economic, resources, ecology and environmental development.Based on reading the literature, analyzing and summarizing the current research results, the basic concepts of the water resources optimal allocation and Input-output are discussed. Based on sustainable development, the water resources optimal allocation and input-output are studied and analyzed. The main contents of this paper include as follows:(1)The water resources optimal allocation and input-output of research significance are described from a variety of angles. Its research progress and study area Overview are analyzed.(2)The life, ecological, agricultural and industrial water demand for Baoji City are predicted in the coming years. Water supplies in planning year are calculated according water resources quantity and the planning hydraulic engineering.The model for optimal allocation of water resources in Baoji City is established, its results are solved by PSO. The optimal allocation of program is determined by the economic, technological and ecological environment of analysis, demonstration and selection. (3 Effectiveness and efficiency of various industries'water use are analyzed. Water resources input-output table for Baoji City is established according the specific circumstances of Baoji City. The features of water-use are analyzed for Baoji City national industries. Decision support is provided for the establishment of water-saving national economic system. Baoji City macro-economy is analyzed. Basis for decision-making are provided for optimal adjustment of industrial structure.(4)According to water resources optimal allocation and input-output analysis results, water resources utilization,water environment protection and economy coordinated development countermeasure are put forward which are transforming economic growth mode, adjusting the industrial structure, developing rational water-use management system, protecting the ecological environment.The list of research outputs is summarized, shortcomings and areas for improvement are identified, and futher research is prospected in this area.
