| As a significant basic resources and strategic resources,Water resources is the vital condition for the living and developing of human beings.The water resources optimal allocation is an effective solution of contradiction between water supply and demand which has an adverse impact on social development.With the Most Strict Water Resources Management System issued by State Council in 2011,the management and utilization of water resources has entered a new stage.Also,the water resources optimal allocation must be constrained by Three Red Lines.This thesis takes water resources of Qinzhou city as the research object and states the relationship between Three Red Lines and water resources optimal allocation,then builds the optimal allocation model of Qinzhou city which is constrained by Three Red Lines.Next,Based on the water use efficiency red line,the water demand of Qinzhou city in 2020 and 2030 by the norm method are predicted;based on hydraulic engineering actual data and planning information,the available water supply in quo year and in planning year(2020,2030)are calculated and predicted,which including the available water supply of the large-size and middle-size hydraulic engineering are calculated by long series regulation,the small-size hydraulic engineering are calculated by simplified method.In addition,according to the calculation analysis of the balance of water supply and demand in Qinzhou city,the model is solved by function gamultiobj which uses a controlled elitist genetic algorithm.After calculating the model,under 3 schemes and 3 kinds of water frequency,17 optimal allocation results for 2 planning years have been gotten.The optimal allocation results indicate that Three Red Lines will put more pressure on Qinzhou city’s water-using and water environment if using water on old ways.Finally,this thesis gives 4 suggestions for the problems of water resource in Qinzhou city. |
