Rational allocation and scheduling of water resources is an important approach for the rational development and utilization of water resources.This is of great significance for alleviating the uneven distribution of water resources in time and space,alleviating the contradiction between supply and demand,and promoting the sustainable development of the region.This paper takes the Fuhe Basin as the research object.This article analyzes the supply and demand conditions of different levels in the basin.Based on the principle of water resources allocation,the optimal allocation of water resources in the basin.With the configuration plan as the goal,a joint dispatch model of Hongmen and Liaofang Reservoir was established and solved to implement the configuration scheme.Through the joint water supply optimization and scheduling,the reservoir capacity compensation function between reservoirs has been fully utilized,the water supply volume in the Fuhe Basin has been increased,and the water resources allocation efficiency in the basin has been improved.This article has conducted the following research work:(1)Analysis of the interannual and intraannual variations of the inner diameter flow in the Fuhe Basin.The results show that the annual maximum and minimum values of runoff in the Fuhe River Basin are large,abundance is obvious,and the interannual variation is obvious.The distribution is uneven throughout the year and shows a unimodal trend.Combined with the characteristics of runoff changes,considering the possible impact scope of reservoir operation,the basin was partitioned and a generalized map of the district was given.Based on the actual runoff data of Lijiadu and the actual conditions of the Fuhe Basin,the water resources volume was calculated and restored.(2)Based on the zoning of the river basin,investigate and analyze the water availability at different influent frequency in the reference year of Fuhe Basin?Calculate the water consumption at different incoming water frequencies,and analyze the supply-demand balance characteristics under different incoming water frequency conditions.Calculate the water availability under the basic plan for the planning year,use the classification and quota method to forecast the water demand at different inflow frequency in the planning year,analyze the supply and demand balance characteristics of the planning level year by year,and on this basis,supply and demand water resources in the Fuhe Basin.(3)According to the results of water resources allocation,generalize the affected areas of reservoir regulation in the Fuhe basin.Determine the scope of water supply dispatch and reservoir dispatch rules,and establish an optimal reservoir dispatch model with the target of minimum water shortage.A special dry year with a frequency of 95% of incoming water was selected for scheduling analysis.The improved algorithm was applied to the optimal operation model of water supply in the Fuhe River Basin.The drainage corridor was determined by the constraint conditions and the optimal scheduling model was solved.The optimization results show that after optimizing the scheduling,the amount of water shortage in the basin can be reduced,and the water shortage rate in the basin decreases from 24% to 12.3%.
