In recent years, GIS application in water has been providing powerful support to information management about flood control. GIS is a spatial information system which can store, query, process, analyze, display and update the spatial and geographical data. It can well meet the requirement of the information management about flood control digital, providing necessary support of management decision for management departments.The paper relies on the research item of"management pattern and technology research of the river information management system about Fenhe river basin"imbursed by shanxi water department, shows the research of the information management platform about flood control used to fulfill key technology and implementation, the analysis of requirement, goals, framework design, database design and function design of the information management system about riverway flood control. GIS has been brought into the project, ESRI's ArcGIS has been used as a secondary development tools, VBA and other specialized computer programs have been combined together. At last, the information management about riverway flood control is established which has two-dimensional and three-dimensional visual display of information output, data collection, integration, management, analysis, information inquiries and other basic functions, including the platform of flood inundation and flood rescue.This article focuses on geographic information system techniques, system structure, system functional, space and property database about riverway flood control, DEM digital elevation model and the model of professional applications, trying to apply these new technologies through system design. This article mainly includes the following research contents:(1) Analyzes the characteristics of Fenhe river basin flood, system requirements and the objectives. Analyzes and designs systems architecture, development model, functional structure system and the module function with structured and modular design method.(2) The content of data research, collection and store associated with the Fenhe river basin has also been combined with system's functional requirements and database knowledge from data organization and management approach structure and design of the space and attribute database suitable for our system, establish the riverway database suitable for information management about flood control.(3) According to the project requirements, design of basic GIS functions, basic map operations, data query, data management, maintenance and other basic functions should be related to the project. ArcGIS is used as tool for scientific watershed area method of digital terrain models; for the characteristics of flow area, analysis application of model studies related to the realization of methods, including riverway flood inundation model and rescue model.This major innovation in the following areas:(1)Germ and method of the information management system about flood control in Fenhe river has been provided which based on the reference of many domestic and international literatures, analysis of GIS technology in the water industry research and research status of the flood GIS at home and abroad.(2)For the old information system, the modern ideas of advanced information management and integration of geographical information system spatial database, attribute database construction of understanding, the establishment of the database of the information management about riverway fold control in the construction of technology methodology.(3)Explore and practice the use of ArcGIS software platform to build DEM, using his own interpolation model ArcGIS TIN raster data layer generated by model transformation generation Grid square DEM model. Algorithm based on VBA program, the scope and area of flood simulation was realized by giving level or flood volume, different status of flood routing in 3D Visualization can be watched by changing water level or flood volume. In rescue model, approach the flood inquiries, such as flood control responsibility query, flood control ranks query , flood control materials inquiry, flood prevention plans inquiry, and rescue network should have the data layer.Initial establishment of this GIS-based information management system about flood control, has good feasibility and practicability of the system, friendly interface, easy operation, comprehensive, river flood control in the study of information has great practical significance in . However, basic information, data collection is not complete, the system need to continuously add and amend in the future, in addition, flood inundation model and rescue model needs further study in order to provide more accurate flood resource utilization in a scientific theory.
