The water resources is the human survival unreplaceable natural resource, its reasonable use solves the arid area development way that must be taken. With the population growth and the economic development, Shiyang River basin located in Wuwei is the area is the resource water scarcity area, enters the downstream water volume the sharp decline, the cause downstream oasis withers year by year, the desertification and the desertification tendency aggravating. The research should be the area water resources the reasonable disposition, may to be the area water resources reasonable use and the social economy sustainable development provides the policy-making basis and the reference value.The present paper is mainly take Shiyang River basin located in Wuwei water resources system as the object of study. In the water resources system research and the analysis foundation of Shiyang River basin located in Wuwei by the processor, taking frequency, trend line reckoning law and return analytic method and so on, the research proposed that the different guarantee rate, the different water ordinary year supply and demand water volume predict, has established based on the constraints network simulation model, obtains the surface water, the ground water assignment and the year water resources, the region water resources, during the different profession water resources tendency disposition plan. The paper has obtained the following research results:(1)This paper starts with the background and the research significance of the water resources allocation of the Shiyang River basin located in Wuwei, proposed that it's important of the area water resources reasonable disposition.In the foundation of analyzed water resources quantity of the Shiyang River basin located in Wuwei, the paper has carried on the analysis of the present water supply-used change situation, simultaneously has carried on the quality synthetic evaluation analysis to water resources' development degree of utilization, had pointed out the question and the insufficiency which had existed in the water resources development utilization in this region.(2) Taking 2006 as the actuality water year, 2007 and 2008 to the implement water year, 2010 and 2020 for the forecast horizontal year, the computation time interval are the quarters, this paper predicts the city's various district's production,life and ecology water requirement in different guarantee rate under different water year,that work out many kinds of water resources demand plan for unified the local conditions,based on the balance analysis of water supply and demand,have carried on the reasonable appraisal to its result. (3) Based on the theory of water resources reasonable allocation, considering the water resources condition in the Shiyang River basin located in Wuwei, generalized the system of water resources in the catchments of Shiyang river accurately, network simulation model of water resources rational allocation in the water resources of this catchments is established,combining with ecology and normal water consumption. Meanwhile,this model proposed that based on the goal,the constraints and boundary function's network simulation computation flow. According to the methods of the typical year,the allocation of water resources is simulated in the different guaranteed efficiency and different horizontal year. The paper obtained the plan of water resources reasonable allocation in this region, and carried on the plan select and the rational analysis. Through the water resources allocation of the Shiyang River basin located in Wuwei, the research indicated that is provided to alleviate the contradiction among of supply and demand water contradiction in this catchments, the local economic development, and the environmental planning.
