China has vast territory with more than a million kilometers of transmission lines. A stable and reliable operating power system is significantly related to the whole country's economic development and social stability, however, the safe operation of transmission lines is an important part of the whole power network. Since the last century, lots of different transmission line faults have occurred in many parts of our country. The reason, which could be attributed to these, is the decline in transmission line and equipment performance that caused by poor environmental factors, such as climate pollution. In actual operating system, transmission line will receive not only its weight load, ice load or other static load, but also dynamic load caused by wind. When environmental micro-meteorological reaches a certain condition, transmission line will step in a large amplitude and low frequency status called galloping, which could be caused by a sustained wind. Transmission line could easily lead to failure if the wire keeps in galloping status for a long time. A typical example is that the large area of snow and ice freezing rain disaster which occurred in southern China early in 2008 caused great harm to the transmission line and equipment. Therefore, the research of the comprehensive online monitoring and decision support of transmission line has great theoretical and practical significance.In this paper, based on the real needs in power industry, the structure model of the system has been proposed, based on which the systematic operation management module and business process models have been proposed and analyzed. Then, the specific business functions have been analyzed and divided into several models, and the theoretical models of these functional subsystems have been established. An Agent-based data transmission integration framework is proposed to achieve the intelligent GPRS packet data store in the data integration function. Besides, a new multi-factor comprehensive alarm management model is proposed, combing with the linear weighting method and the analytic hierarchy process method, to achieve reliable alarm management. Finally, based on the above study, the online monitoring and decision support system of icing and waving on transmission lines has been achieved based on the Microsoft.Net Framework 3.5 and Visual Studio 2008 sp1 integrated development environment.The online monitoring and decision support system of icing and waving on transmission lines provides complete basic functions, and has been deployed and put into trial operation, which has provided great technical support to the scientific management and scheduling of the power industry. It will play a great role in the digitization and informationization in the power industry.
