Energy Management System develops to date, from the stand-alone system to a web-based distributed multi-machine system, from SCADA with the original only a simple monitoring function system to power advanced applications called PAS. In this paper, combine with Jinghai power grid construction and operation of the current management situation, it discuses the necessary of PAS application in Jinghai Power grid. Against the needs and characteristics of the Jinghai grid, this paper describes the theory and implementation methods of PAS system network modeling, state estimation, dispatchers power flower and other major functions, and the applications of the debugging. In order to achieve the above system functions, we conduct a series of installation, commissioning work, establish accurate and complete power grid model and real-time operation mode. Functions of the various modules of PAS are argued and analyzed.PAS has become an important tool to assist dispatching personnel to achieve operation mode analysis and accident rehearsal. The practical application of PAS makes Jinghai dispatch from experience changes to the analytic, increases grid security and stability and the level of economic operation.
