The purpose of this paper is to study and analysis the basic principle,mathematics arithmetic and method to achieve the Power Application Software. Through establishing the correct and intergrated State Estimation(SE) model of the electric power network in QuZhou region,the application functions,such as Dispatcher Power Flow(DPF) and Load Forecast, are empoldered to provide the rapid and accurate online Analysis tools for the dispatcher engineers.The research of this paper has important significance to achieve the research and science dispatching method to replace the experience dispatching method now existing.This paper describes the detailed principle and method to achieve the main function of the PAS system in QuZhou region, which includes Power System Model Seting Up,State Estimation(SE), Dispatcher Power Flow(DPF), etc. Otherwise, It also be introduced how to empolder,debug and apply the system function.To achieve the aim of the PAS system function,we carried on a series of installation and expedment as follows: We established the power system model and the real-time credible and integrated operate mode and database. Above the base of the model and the database, we explored and tested the function of the Dispatcher Power Flow(DPF) and the Load Forecast. In December 2007, the PAS System in QuZhou region passed the Site Acceptancy Test(SAT) organized by the electric power dispatching center of ZheJiang province,then it into operation.
