Evaluation On The Later Period Support Of Dongpinghu Reservoir Resettlement And Sustainable Development

As a important part of water conservancy and hydroelectric power project, reservoir resettlement is a huge and complicated systems engineering in our country. It is related to many subjects such as:politics, economy, society, population, resource, environment, engineering etc. The sustainable development of relocates is a important part of reservoir resettlement. It is an significant index to scale the socio-economic effect of relocation. Now the public policy of the reservoir resettlement has transferred from compensation to resettlement with development. And sustainable development is accepted as a science develop mode. All of those things make us consider how to solve the problem of resettlement and improve relocates'living standard.After research the practice of existed reservoir resettlement, the author finds the problems that block the relocates'development. The author deems that the core problem of the oriented resettlement development is to conduct the resettlement in development. So the author lodges four principles that the post period support must be followed. Combined the experience and indoctrinate of post period support in Dongpinghu reservoir project, the author generalize two mode to conduct relocates into a sustainable development way. One is to develop primary industry comprehensively mode. The other is to develop two and tertiary industry mode. The author advances five safe guard mechanisms to make reservoir relocation develop. The mechanisms include strengthening the construction of basic facilities, found the social security hierarchy, exploiting resource rationally, raise much more funds of post-support and manage it scientifically, intelligence development etc.Combining the result of forerunners and using the theory of sustainable development, the author advances the evaluation index system of sustainable development for reservoir resettlement. At last using the grey system theory, the author finds a method to estimate whether the reservoir resettlement is sustainable development or not.
