Research On Optimization Of Supporting Policy Tools For Large And Medium Reservoir Resettlement In Huidong County

The construction of large and medium-sized reservoirs is an important part of the construction of national economic infrastructure.Reservoir resettlement concerns the vital interests of the people in the reservoir area and the development of water conservancy and hydropower,and is an important issue in the construction of large and medium-sized reservoirs.Reservoir immigrants obeyed the call of the party and the state,obeyed the command,are willing to make dedication,leave their homes,and rebuild their homes.They have made significant historical contributions to the construction of the reservoir.Therefore,the resettlement of the reservoir immigrants and the later support to them to ensure their quality of production and life after resettlement is a very important task at the moment,and it is also a key factor in determining the success or failure of a water conservancy project.The state attaches great importance to the later support and development of reservoir resettlement and has issued various support policies.Since the promulgation of the late-stage support policy for large and medium-sized reservoir resettlers in 2006,the problem of food and clothing for resettlers has been solved,the infrastructure of resettlement villages has been improved,and certain support effects have been obtained.However,with the development of society and the improvement of people’s living standards,the goal of the post-immigrant support policy can not only be satisfied with basic survival issues,but also needs to meet the needs of immigrants for a better life.The scientificity and effectiveness of policy tools are an important guarantee for achieving policy goals and exerting policy benefits.Therefore,optimizing the later support policy tools plays an important role in the later support of reservoir resettlement.This paper uses literature research method,comparative analysis method,system analysis method and field investigation method to study the use of support policy tools for large and medium-sized reservoirs in Huidong County in the later stage.According to the reservoir resettlement support model used by the government immigration management department,the later support policy tools are divided into direct subsidy fund support policy tools,infrastructure project support policy tools,industry support policy tools,and production skills training support policy tools.By learning from the typical practices of Bailanghe Reservoir in Weicheng District,Weifang City,Shandong Province and Ningyang County Reservoir in Tai’an City,Shandong Province,it proposes to innovate policy tools that can keep up with the times,play the best role of policy tools,and improve an effective policy tool evaluation system.We will optimize Huidong County reservoir resettlement support policy tools from multiple perspectives,promote the development of resettlement,and lay the foundation for building a well-off society in an all-round way.
